10 things everybody should know about Financial Regulation

- Financial Regulations are all about doing things properly and protecting you and the University. They apply to every single one of us within the University and its subsidiaries.
- Financial Regulations apply to all University activities. This includes research grants, as funds are awarded to the University and not individual staff members.
- Purchase orders must be placed for all goods and services in line with the NoPO NoPay policy. Only items for University activities (not personal items) can be bought by the University. There are set rules relating to buying goods and services.
[Financial Regulations Section 12] - Purchase cards can be used to purchase goods for University activities, and only by the person named on the card.
- Social events for staff can be funded by the department in certain circumstances. [Financial Regulations Section 11]
- Gifts eg flowers, vouchers, for members of staff leaving, birthdays, good performance or retiring from the University should not be purchased from University funds. [Financial Regulations Section 12]
- Equipment and assets bought by the University are the property of the University, regardless of the funding source. There are rules to follow about recording and looking after University assets and all departments need an equipment list.
[Financial Regulations Section 14] - Expenses can only be claimed in accordance with the Travel and Expenses policy.
- Certain people are authorised to sign documents or agreements/contracts ‘on behalf of the University’. For a full list, see the scheme of delegation.
- Staff can use the Speak-Up policy to raise genuine concerns about an actual or potential risk, fraud or other illegal or unethical conduct. Good practice is set out in the anti-bribery policy and fraud response plan
