On the cap record:
- decision is 'U' (cap_dec1/cap_dec2/cap_dec3) and corresponding date is before 8th August 2019 (cap_decd/cap_dcd2/cap_dcd3) or
response date 3 is before 8th August 2019 (cap_rsd3).
