- Financial Regulations apply to every single one of us within the University and its subsidiaries.
- It is a serious matter if you do not comply with the Financial Regulations.
- Financial Regulations apply to ALL University activities. They even apply to research grants, as funds are awarded to the University and not individual staff members.
- Purchase orders must be placed for all goods and services (we have a NoPO NoPay policy). Only items for University activities - (not personal activities) can be bought by the University. There are set rules relating to buying goods and services. [Financial Regulations Section 11]
- University activities that generate income or cash must be accounted for properly and banked in a University of York bank account or petty cash on a timely basis. In no circumstances can income from University activities be banked or held by individual members of staff. [Financial Regulations Section 8]
- Equipment and assets bought by the University are the property of the University alone, regardless of the funding source. There are rules to follow about recording and looking after University assets. [Financial Regulations Section 13]
- Expenses can only be claimed in accordance with the Travel and Expenses policy.
- There are only certain authorised people who can sign documents or agreements/contracts ‘on behalf of the University’. For a full list, see the scheme of delegation.
- Everyone is expected to raise concerns or to disclose information which they believe may indicate malpractice. Good practice is set out in the policies on bribery, fraud and whistleblowing.
